October 12th, 2008 7:31amThe report finds that she "likely" had "improper motivation" but did nothing illegal.
However, Branchflower clearly abused his power and broke the contract stated in the first pages of the report by ceding control of the investigation to Senator French (D) and politicizing the "investigation".
