Have you considered that Brown is configuring his cabinet for a cut n' run election.
There is a severe recession coming which will destroy Labour in 2010.
If they go now they can run on both courage and "back me as the man of experience to sort out this (global) economic mess". Also they catch the Tories without their policies being fully thought through.
