I've just seen Ken Livingstone being interviewed about the new £25 congestion charge on 4x4s and people carriers, The revenue, he said, would be used to fund "a massive expansion in cycling and walking". 

I can see that cycle lanes cost money. But could someone please explain to me what it is about walking that needs funding?

See this critique of another bonkers Ken policy: ‘Sustainable’ power to the people? ‘Citizen’ Ken Livingstone’s London energy plan might sounds ambitious, but it simply repeats many of the fairytales about green energy. Every London neighbourhood will have a municipal waste incinerator, a couple of sawdust-burning furnaces or a gigantic sewage reservoir bubbling methane and other flammable gases. Roads and parks will be dug up to lay an entirely new system of hot water distribution to homes and offices that, in turn, will be re-plumbed. Elementary, dear Pollard. In Ken's world, 4x4 drivers are all rich, fat, middle-aged conservatives who tend to collapse on pavements from heart failure when they get out of their 4x4's and start walking. So the funding is for the extra ambulances and cardiac wards.

Hopefully removing those ridiculous 4X4 urban assault vehicles from the streets of London will encourage more people to walk & cycle. I'm no fan of Ken but I think he's right on this one.

I imagine Ken will need a team of walking advisers. Jobs for the boys or girls.

Ken has an empire to run; it don't come cheap. If we get rid of personal transport such as those big 4x4's that people hate, for political reasons, we can have plenty of even bigger buses. Ken's bendy ones are particularly good at mounting pavements too. And catching fire more often than the proper bus did.
