Raising the Income Tax Threshold is an Important Symbol, Not a Sop

The most obvious or high-profile Liberal Democrat contribution to the coalition’s programme for government is the commitment to raise the personal allowance to £10,000 over the course of this parliament. John Rentoul is not impressed by it. He says it is a “sop” that “sounds great” but fails to survive “contact with the reality-based community”. He explains his argument thus: Raising the income-tax threshold is the only policy that can definitely be attributed to the Lib Dems, and it’s an inefficient way to make the tax system fairer. Nick Clegg meets Gillian Duffy

There’s a new equation in British politics, and it’s one that Nick Clegg came up against this morning: Politician + Rochdale = Gillian Duffy. The Deputy Prime Minister was quizzed by Gordon Brown’s unassuming nemesis during his visit to the town earlier — and the results are in the video above. For what it’s worth, he did fairly well, emphasising the pressing need to tackle Labour’s poisonous fiscal legacy. The Vickers Review, acceptable to both halves of the coaltion

The Vickers Review into the future of banking appears to have prevented a possible coalition row. That just about sums up Andrew Lansley’s article for the Sunday Express today, as well as the government’s general effort to reconstruct and repackage its shaky NHS reforms. Which is to say, the Health Secretary makes sure to mix reassurance (“There is no more important institution in this country than the NHS”) with resolve (“The NHS is not some kind of museum”) for his Sunday sermon. Doing the splits

When is a split not a split? When it’s a subsidiary, of course. We learn this morning that the Vickers Banking Commission will not recommend a complete, Glass-Steagall-style separation of retail and investment activities. But it will advise that banks erect some sort of barrier between the two, to ensure that everyday savers’ (and taxpayers’) cash isn’t risked by the Masters of the Universe. Specifically, it will propose that banks create subsidiaries out of their investment arms. Those subsidiaries could then go bust without, in theory, affecting the retail half of the equation. The consequences of political abuse

Nick Clegg’s interview with Jemima Khan (née Goldsmith), in which he admits to crying regularly to music, is already coming in for predictable mockery. Whither the NHS Bill?

Reassurance — that’s what the happy trio of David Cameron, Nick Clegg and Andrew Lansley sought to emit during their NHS event earlier. And reassurance not just about where the coalition is taking the health service (although there was plenty of that), but also about the “listening exercise” they are engaging in now. Miliband may be punished for his contempt for Clegg

Ed Miliband’s hand of friendship has to be one of the shakiest body parts in British politics. Sometimes it’s extended to the Lib Dems, sometimes it’s not. Sometimes it’s extended to Nick Clegg, sometimes it’s not. Sure, the Labour leader does appear to have finally settled on a position: that he will only shake the hands of a Cleggless Liberal party. Planning to ruin Lansley’s party

How can Nick Clegg recover from defeat in the AV referendum? The Labour party has just confirmed that Sir Peter Soulsby has stood down as MP for Leicester South today to seek election as the town’s Mayor. A happy coincidence? Probably not. Another phase in Gove’s revolution

Michael Gove has just finished announcing to the Commons his proposed replacement for Educational Maintenance Allowance. The new scheme is more targeted than the old one that went to 45 percent of those who stayed in education post-16. Interestingly, it will be administered by the schools and colleges themselves. Gove’s argument is that it is these institutions that are best equipped to know which student needs how much money to support them staying in education. This drew predictable opposition from the Labour benches which wanted a top down, national scheme. Clegg’s new direction?

Perhaps the most interesting political story of the weekend was Nick Clegg’s political mentor, Paddy Ashdown rejecting the idea that the Lib Dems should be equidistant between the two main parties in an interview with The Times: ‘I don’t want to go back to using the word ‘equidistant’ because the world has changed.” He predicts that Labour will look increasingly like “a bunch of superannuated students shouting from the sidelines.’ There are two schools of thought in the Lib Dems about their approach to the next election. Clegg weaves more divides between himself and Miliband

“He’s elevated personal abuse into a sort of strategy.” So says Nick Clegg of Ed Miliband in one of the most noteworthy snippets from his laid-back interview with the FT today. Another sign, were it needed, that Labour’s animosity towards the Lib Dem leader is mutual — if they won’t work with him, then he almost certainly won’t work with them. And a sign, perhaps, that the coalition is keen to undermine Miliband’s claim to post-partisanship (or whatever). Labour constantly criticise Cameron for being more Flashman than statesman. Signs of nerves from the Lib Dems

Judging by today’s reports, it’s fear and self-loathing in Lib Dem Land. And it’s not just that one of their Scottish candidates has quit the party in protest at its, ahem, “draconian policies” and “dictatorial style”. Osborne the Reformer is an unfinished work

One interesting aspect of today’s Budget is the government’s change of tack on personal allowances. Back in June 2010, when the Chancellor committed to raise allowances from £6,475 to £7,475, he chose to cancel out the gains for higher rate taxpayers by lowering the level at which the 40p tax rate kicks in. The idea was to focus the gains of the policy on basic rate taxpayers, making things a little more efficient. The 40p threshold will therefore be lowered from April this year from £43,875 to £42,475 with the result that 700,000 people will become higher rate taxpayers. Needless to say, that’s proved unpopular, and so this time around
