Education is the biggest area of government spending after welfare and health, totalling £89 billion in 2010-11. This budget increased by 64 percent in real terms between 1999-00 and 2010-11. This is quite some statement, given how many tens of thousands of parents are in the same predicament. Isn’t it the classic politician’s error? At last, some will cry, teachers are to be given increased disciplinary powers to moderate unruly children’s behaviour. Rather than tear up the statute book, the measures aim to change perceptions and practices and redress the balance of rights in favour of the teacher. Force can be used to restrain pupils at present, but teachers rarely resort to force for fear of prosecution. The government will lessen what it terms ‘vilification’ by protecting teachers’ anonymity against complaints unless a criminal prosecution is brought. Michael Gove’s welcome freeze on Building Schools for the Future will invite tomorrow’s press to claim only that this means 715 various building projects are not being carried out. The coalition’s spending cuts are forcing Labour into a corner

It’s becoming a familiar drill: another morning in Westminster accompanied by new spending cuts from the government.  Today, it’s the schools budget which is being trimmed to the tune of £1.5 billion, with the cancellation of Labour’s plan to rebuild some 700 schools.  But there are also reports of cuts to civil service pay-offs, and even of legislation to make it tougher for the unions to protest those cuts.  After yesterday’s news, the Treasury is clearly on a roll. There’s an historic tinge to proceedings this morning, as Michael Gove prepares to release an application form by which parents, charities and other groups can establish free schools.  In effect, this is zero hour for the policy that The Spectator described as “reason enough to vote Conservative” a couple of months ago. It is quite telling that David Cameron’s first newspaper article since becoming Prime Minister is for the Daily Mail, and even more telling that its central message is, “you still have a Conservative Prime Minister”.  There then follows a series of reassurances about Dave’s political motivations (“I believe the state is your servant, never your master. How the coalition will work

The full coalition agreement, released this morning, is fascinating enough in itself.  Here we have a step-by-step guide for how two different parties will operate together, what they will do, and, broadly speaking, when they will do it.  And, perhaps to ease the general uncertainty surrounding this type of government, it is considerably clearer than party manifestos tend to be.  One thing you can say, at least, is that this coalition appears keen to make itself more accountable. Reasons for real hope amid the misplaced optimism

Today’s civil partnership between two men who look uncannily like each other will, I suspect, be remembered as a festival of misplaced optimism. Cameron overdid it a little, making out that this was his ideal outcome. It seems rude to point it out, but there were two podiums in that rose garden because he flunked the election (see Tim Montgomerie’s superlative report for details). A heckle which might reverberate across the campaign

Mark the date: the first major heckle of the election campaign happened today, and Gordon Brown was the victim.  The perp was one Ben Butterworth, and he was angry at how his children can’t get into their choice of state school – a frustration which will be shared by thousands of parents across the country.  I wonder what they’ll think when they see that Brown ignored the man. I do hope that Oxford will finally be free from government claims of snobbery soon. We learn today that the proportion of state school pupils it admits has fallen from 55.4 percent to 53.9 percent – but, as the university says, this is in line with the (appallingly low) proportion of state school pupils achieving three As. The small crowd of demonstrators from a group calling itself the Anti-Academies Alliance who gathered outside the Spectator conference on The Schools Revolution yesterday gave an indication of the opposition that Michael Gove and the Conservatives would face, were they to win the election and attempt the radical overhaul of which the British education system is so obviously in need. Given that school choice will only benefit those who cannot afford it at present, who could be against it? The answer is the Socialist Educational Alliance, who have decided to stage a protest at The Spectator’s conference on school liberalisation on Thursday. Statistics about educational inequality in this country always tend to shock and dismay in equal measure.  And this latest piece of research from Michael Gove’s office is no exception: “New analysis by the Conservatives shows that just 45 pupils on Free School Meals (FSM) make it to Oxford or Cambridge each year. One top London private school gets an average of 82 Oxbridge admissions a year – almost double the number of FSM admissions. The road to Damascus has nothing on this.  Ed Balls – in interview with the FT – has condemned the class war strategy, called for an end to Labour figures briefing against each other, and suggested that the government should be more “upfront” about spending cuts.  Hallelujah!  What a difference an attempted coup makes!  And so on and so on. Exceeding expectations

Today’s Guardian has an interesting story on the success of the New School Network, an organisation set up to get parents’ to take up the opportunities offered by the Tories’ planned school reform. The Guardian reports that 200 parents groups and 100 groups of teachers are interested in setting up schools. I suspect that take up of the Tories new schools will exceed expectations. One person involved with the New Schools Network told me recently that they would judge the policy a failure if it did not lead to the creation of a 1,000 new schools in the first two years.
