The greatest challenge facing a new government may be that Britain’s national security institutions are not fit for purpose. They were built for a different era and focused on a set of now obselete threats. Philip Hammond, the man the Tories have tasked with overseeing spending cuts should they get into power next year, has just given a speech to Policy Exchange on reducing waste and improving efficiency.
