One of the important but unglamorous adjustments that the Conservatives have had to make in majority government is the structure of government itself. It’s the sort of thing that was particularly important under the Coalition, as Nick Clegg had managed, rather cannily, to gather a great deal of power for himself on powerful but unheard of Cabinet committees.

Now there is no Nick Clegg, and Oliver Letwin has taken the former Deputy Prime Minister’s place on the Cabinet Committees where he wielded unseen power by blocking Tory policies. The full list of Cabinet Committees and ‘implementation taskforce’ (more on that in a bit) memberships is below, but to take one Committee as an example, the Home Affairs Committee, which Clegg used to rather devastating effect to block or slow down many flagship Tory policies, now has Letwin as its chair. Tories who could once blame Clegg for stopping something they didn’t really want to do will struggle to blame Letwin.

The ‘implementation task forces’ are supposed to ‘monitor and drive delivery on the Government’s most important crosscutting priorities’. They’re supposed to stop policies from being slowed up by the gum of government and ensure that the things that are supposed to be done are indeed being done. Like the way a government structures and names its departments, they are supposed to send a certain message about David Cameron’s priorities as Prime Minister. Those taskforces are: housing, health and social care, earn or learn, immigration, childcare, tackling extremism in communities, troubled families, exports, digital infrastructure and inclusion, and Syrian returners.

The most striking thing about these taskforces is that David Cameron has decided to take control of the immigration and extremism taskforces, which Theresa May might have naturally been considered the leader of. This is being written up as the Home Secretary being sidelined, but it is also rather bold of the Prime Minister that he should want to take responsibility for immigration in particular, given his government is currently committed to a net migration target that it has little chance of meeting - and that it will still not meet if Cameron gets the EU reforms he has said he wants (changes to welfare benefits will not drive down migration to the UK substantially, and he has steered away from asking for any more fundamental changes to freedom of movement within Europe). It would have been easier to give this job to someone who you could then allow to take the blame when the migration figures continued to be hopeless. Now Cameron seems to be putting himself in the firing line.

Implementation Taskforces

Alongside the Cabinet Committees, a number of Implementation Taskforces have been established to monitor and drive delivery on the Government’s most important crosscutting priorities. These taskforces will bring together the key Ministers and officials on a regular basis to track progress; spot potential problems and blockages and agree plans for resolving them; maintain momentum and ensure accountability; and make sure that actions are followed through. Each taskforce will report to the Prime Minister and Cabinet on a regular basis. Matters requiring collective agreement will continue to be dealt with by Cabinet and its committees.
